Job Description
The HSE Engineer will ensures a safe process plant design. Its work involves producing documents that satisfy the Health and Safety Executive. To act as lead Design HSE engineer on projects and proposals with responsibility for technical quality and meeting programme and cost targets
The role of a HSE Engineer includes specific complex deliverables such as Health, Safety & Environmental (HSE) Management Plans, HSE philosophies, studies & reviews, Fire Safety System Design, Consequence analysis. Work includes BAT/ALARP studies, safety layout development, impact and emission calculations and safety equipment specification. Is able to effectively communicate complex technical solutions and concepts to other engineers and non-engineers. Mentors junior HSE Engineers and depending on size and complexity of scope of work may be assigned as the HSE Engineering Lead for a project. Ensures effective communications among other engineering disciplines. Ensures effective management of change. Assumes responsibility for cost, schedule, and budget control.
Typical Duties: Typical duties will include but not be limited to the preparation and/or modification of the following:

HSE related activities for projects, proposals, estimates and/or work improvement programs;

HSE Philosophies and Execution/Management Plans;

HSE design studies (HAZID/ENVID, HAZOP, SIL, LOPA);

HSE Hazard and Risk Assessment;

HSE design specifications;

HSE screening /review meetings and communications with other disciplines to verify and ensure that HSE requirements are well understood and properly taken care of by all concerned;

Coordinate and supervise the HSE Engineering team in projects, including Technical Safety, Human Factors Engineering, Noise Control, and Environmental Engineering;

Perform and/or supervise the detailed design of fire and explosion protection systems, F&G detection; hazardous area classification;

Coordinate interface with JV partners and Safety Consultants;

Support Safety & Environmental -related aspects, such as permit application and regulatory compliance;

Responsible as Lead HSE Engineer for cost, schedule, and budget control.
Basic Qualifications:
-
Minimum 5 to 15 years of relevant working experience in the Oil & Gas industry as Process Safety / HSE Engineer, including Lead roles.

A degree in Chemical Engineering (or equivalent).
